East Fremantle blocks tend to be narrow and deep with limited side access, which is exactly the situation that rewards going up rather than out. A second storey buys living area and outlook without consuming the whole site, but it brings structural work, scaffolding, additional inspections and a longer trade sequence with it — all of which need to be planned into the program from the start.
